Can XP get Vista type Tags & picture search

We are organising several hundred pictures for a village history group that will be viewed on multiple systems with multiple operating systems.

We have Vista & it has a lovely tool that lets you add tags (any number of descriptive words) to pictures which you can then very easily search for & which brings up thumbnails of all pictures that contain the keyword(s). It also searches all word type documents in the designated files for the words (tags). This is perfect.

Unfortunately we can only find it for Vista & not XP which most of the group use although they all accept that they will go Vista eventually.

Is there software that will allow XP users to generate & then search the Vista type tags? We want to use the Vista method for the future.

The organiser part of Photoshop Elements uses tags to select subsets of photos - I don't know if these could later be migrated to Vista type tags or not.
