UHD Blu-ray is a non regionalised format. So ALL UHD Blu-ray releases are region free.

The UDP-203 can however modified to play any region of Blu-ray and DVD.

Well, not really - there are no regions with UHD. As a result, every UHD player can play every UHD (physical damage excluded).

How do I modify it to play all Regions of bluray?

To modify the UDP-203 to play regional DVDs and BD you will need to purchase one of the region-free kits (e.g. bluraychip.dk - Oppo UDP-203 multiregion DIY kit). I would caution against one of the firmware hacks since these are dependent upon a specific version of the firmware, and my experience so far with the UDP-205 is that Oppo regularly release firmware updates to fix issues or add functions.
