Simple answer is no.

There is a Kodi fork called MrMc, but it is not as fully featured as Kodi (in order to get on the App Store), plus it is rarely updated and probably abandonware at this point. The better apps are Infuse or Plex which will all do HDR (in some form or another), however there is no way to bitstream audio on Apple kit so you will never get Atmos from local file playback unless it is from E-AC3 files, as they can be passed as Dolby MAT.

If you absolutely need bitstream audio support then the AppleTV is a dead end.

An Amazon Firestick 4k Max (or just 4k) will output Dolby Vision or HDR and Dolby Atmos using Plex. I have a Firestick 4k and it works well.

If you want to go Kodi, get an Android box, like Minix.
4,000 UHD files should be easy, & no doubt you can even watch 5,000 if you have the time.

Not sure, but Infuse is excellent on AppleTV4k.
