Can Everton Qualify for Europa League?

At the moment we are 6th and obviouly wont qualify for Europe unless we finsih in the top 5.

What will happen if Spurs or Chelsea win the Europa League?
Will that give England another place?

Wigan or Millwall will get a Europa League spot.

Only other option is via the fair play league. Top 3 leagues can have a team. Last I heard English league was 4th. If the epl did finish in top 3, I don't know how the place is then allocated, ie next team in league position such as 6th place, or the team that's top of epl fair play table?

Used to be top of table, Wigan or millwall.can opt out of Europe registration though couldn't they?
