It will help if you can give some idea of prior experience, video/stills/etc. and what you expect to use this for.....
As an action camera it falls between toy and GoPro, being almost identical to early Toshiba "Pistol-Grip" models [ DYOR ], so it's not one I'd recc, although the styling might suit you. Camcorders are the shape they are for historical reason and because they are easier to handle, so my advice would be
EITHER - go for a s/h GoPro ( yes these too are the wrong fps, but most Editors can convert well enough ), the Go pro has a very wide lens and suits ski/cycling/surfing perhaps where rugged and waterproof (with the cover), is essential
OR
A conventional camcorder-style with a modest zoom and SDHC memory (avoid older hard-drive & Tape models).
However, while yr budget is "low" it would really help if you can tell us what you expect to produce.
If you want to make films, then join a FilmMaking Club and Learn the Trade, possible before spending dosh. If it's for family memories...then a modest stills camera will do Video and that has the benefit folks will not realise they are being filmed, esp. if you appear to be making "adjustments" - with the camera on a decent tripod for example.

BTW I've only bought Sony:- Stills/Video=NEX5, Camcorder=CX410, although in past it was Nikon for SLR's.
Both models new are above yr budget... and the NEX5 has 3x zoom, but accepts other lenses.
Then there is the issue of a decent Editor (assuming you have a 4-core PC running Win7, say and pref 64-bit). Computer Shopper continues to praise Sony Movie Studio which comes in Simple and Advanced modes - it is a cut-down version of Vegas Pro, however it can take years to use/learn all the facilities....but just minutes to get something done. I recc the Production Suite version as this comes will extra stuff DYOR. While v13 is current, Amazon has v12PS it's very capable and a bargain at about £30. - you can improve a movie LOTS by editing and the act of Editing will improve your Photography too.
Terfyn has done a good job as always (see earlier) but the truth is that Budget is all. If you keep using a camcorder for 4-5 years, then a slightly higher Budget won't hurt too much....but remember the "Extras" ----Battery, Memory, Tripod, Editor. These can top £100 extra without a blink.
