Buying members liveries/designs

Kind of a noob question, but when you buy a livery/design from a members store are you getting the actual car+design or is it just the design thus requiring you to have already purchased/acquired the car?

Just a design. You'll then need the corresponding car model in order to use the design.

If you want to buy a member's car with design you'd need to go to the auction house.

But most folks sell their liveries separately.
