Bush LCD 32TV022HD Fault - need an engineers report

Require a little advice

I have a bush LCD 32TV022HD that seems to show a fault in which the screen flashes on and off for periods (on all sources) though sound is fine.

This is the second set (replacement) from argos that has shown a fault/possibly the same fault - the first kept shutting itself down every few minutes until eventually wouldn't turn on.

Searching around maybe a PSU/Inverter fault?

My problem is that the replacement is 14 months old now and outside of standard 12 month warranty.

I have been in contact with argos and they require an "independant accredited engineers report" before I can take it any further under sale of goods act.

(As I feel TV was inherintly faulty at time of purchase and 14 month is not a resonable life span for a £400 LCD that has maybe been used for 300 hours)

Sorry may seem a stupid question but how do I go about getting this report carried out? what sort of cost am I looking at etc?

Is it just a case of finding a TV repair shop? would they be classed as accredited engineers?

Any info/help would be much appreciated

Thanks
