BIZARRE speed problem?

When browsing in internet explorer/firefox, the speed is fine, however when i try downloading i file in either browser the speed goes REALLY slow? I have tried several different files from several different websites in both browsers, yet no change. I even tried downloading a file from my rapidshare premium account but it was download at 24bytes/sec. At the same time i tried web browsing but that was super fast as normal. Any idea why this is happening? thanks

Have you tried using a different computer on the same connection to check if the problem is based on your computer or the connection itself ?

hmm think it was a problem with my isp, seems alrite now though.
