Best way of ripping CDs to MP3s with album art?

In the last few months I've made 40 purchases with Amazon MP3, and I consider them a high-quality service, but now I'm looking for a cheaper alternative with actual CDs (second-hand if possible) I can just rip to MP3s of a quality I specify.

I've known about the CDDB database for ripping purposes, but I'm wondering if there's an option to download album art for the MP3s, or is this included as standard?

In any case, what is the best free standard software for such a task? WMP? Foobar? WinLAME? I've heard good things about MediaMonkey.
