Best device for recording Composite Video PAL60? (HD media recorder)

I'm not sure if this is the right subforum, but I saw a similar 2-years-old thread that was moved here so yeah.
I need a device that:

1) Records SCART- or Composite-Video-in in PAL and good quality (no desync) to internal or external HDD
2) Good firmware, no crashing etc.
3) Price: <100€if it only records (I live in Austria); <170€ if it also plays all important formats (mkv, avi, ... ) in good quality via HDMI

There are many hd media recorders, but hardly any good reviews and no comparisons at all. Can someone here share a little insight? If there aren't any good devices like that, please tell me how else I can record Composite Video with good quality.

"Composite video" and "good quality" should never appear in the same sentence. Composite video is the worst video quality possible - it can never be good.
