DVI should in theory produce the best result or should I say, sharpest images, since the digital data is being mapped to the pixels without any D/A conversion to the VGA output, then A/D from the VGA input on the monitor.
Panels are digital by design, not analog.

As for best 26-32" TV - purely subjective, as we each have our own tolerances to "flaws", but the general consenus is that you can't go far wrong with Sharp (GA6 coming very soon), JC DS6, Panny DX500, Sony V series, and Hitachi 7200 (although I'm not an Hitachi fan in general). Sasmung are cheaper, but pretty darned good value.
You've really got to see them firsthand if you can and decide which design and image quality grabs you the most.
