Best 4K 120Hz 60"+ below $1000

That's rather difficult without knowing where you are as that affects both which models are available and which dollars you're talking about.

100hz+ screens tend to be higher end models though, so at best your choice is likely to be limited and there may be none that qualify.

And bear in mind that if you want to feed the TV a 120fps signal (e.g. from a gaming PC) then that will only be possible at Full HD resolutions with the current generation (and only a few of those). HDMI doesn't have enough bandwidth yet, you'd need to wait a year or two for HDMI 2.1 equipped TVs before they can actually show a 4K 120fps source.

You are limited to certain Sony models to do 1080p 120hz over HDMI. The Sony X850D and X850E series will be the cheapest that support this.

If its just panel hz that you are talking about and not the ability to receive 120hz then you will find it very difficult finding something in budget. Maybe you will at 55" but not at 60"/65".
