Are all scart sockets the same? As in can they all output rgb scart. And if
not, is there anyway I can tell if they are rgb scart as opposed to normal. Do they look different?

No they don't look different. It all depends on which of the (there always are) 21 pins/sockets are connected up to something useful, inside the device. The only way to tell (for a TV, VCR, DVD etc) is look at the specs. For a cable - if it's "fully wired" then that includes the RGB pins.
