Is there a DVD with a flashing that's in sync with a audio blip? Could be used to adjust the av sync delay on the DVD player or av processor. I'm watching a concert DVD at 00ms and seems out of sync- oppo 983 @ 1080p. But it could just be the DVD.

I personally dont think a reference disk would be a huge advantage.
Reason being that audio delay will be different on a 'per disc' basis.
Hopefully most of the time the offset is too small to notice but when it does become a problem, amp settings will certainly need changing depending on the disc.
Annoyingly some encodes can introduce sync problems gradually, so where you may start out with everything in sync, it could drift substantially by the end of a 2 hour movie.
I have a large number of DVDs and have found that only the odd one showed any problem once I had set the delay on my Oppo 981HD to 5ms with Digital Video Essentials. Obviously the only real test is to see whether there is a consistent sync problem with a number of discs. If there is, then a disc like DVE provides the most accurate way to set the necessary delay.
