I have no UK TV licence as I want to watch only non-broadcast content, mainly DVDs & Blu-Rays. Is there a range of low-cost TVs without tuners, equivalent in price to standard TVs? Alternatively, is there a simple way to permanently disable or remove the tuner card from a modern flat-screen television so that the TV licence enforcers won't demand my money?

No, not unless you buy a PC monitor.

There's no requirement to have a TV license if you own a t.v.
See:Official TV Licensing website - Legal framework

As for disabling the tuner you may be able to disable the tuner input on the TV and if you don't connect an antenna then you won't be able to use it anyway.

It's not anything to worry about, if they did visit you and you let them in (you aren't obliged to) they'll be able to see you aren't using the tuner.
