Are HD-DVDs HDCP Encrypted?

I am trying to assertain whether my HTPC will play HD-DVDs when I use an XBox 360 HD-DVD with it. As far as I know the hardware is up to it, but my only confusion is the HDCP bit.

I asked MSI whether my 7900GTO is HDCP ready to which they replied....

MSI said:
This VGA does not have a HDCP codec chip to playback the HDCP protected
media in high resolution.

But at this moment you do not need to be afraid. Regarding some sources
it could take till 2012 before movie content will be produced with HDCP
protection.

However other reading on here and other forums seems to suggest that this is not true. Does anyone have the answer?

HDCP is just applied when copy protoected material is sent over HDMI. It is irrelevant to VGA.

The limitaions people are seeing currently are now down to HDCP per se but how things are being implemented in software.
