Arcam solo neo

The Solo Neo has pre-outs to support using external power amplification; see the manual for detailled instructions.

The A28 does not have power in, but you might be able use the processor mode to achieve a similar result.

The A38 can be used as a pure power amplifier by flicking the relevant switch at the rear; details are in the manual. The P38 is a more logical choice for this purpose.

Would the p38 be a better option
It's a more logical option, but whether it's a better option really depends on the rest of your setup. You may very well be optimizing something that isn't actually your problem (a "Porsche engine in a VW Beetle").

I am trying to put a Bit more power through my b&w cm8s as the solo neo doesn't seem to have enough power for them
Given this information: Yes, the P38 is a better option.
