Anynet + audio volume always 100% at startup

I have connected 2 B&O active speakers to my Samsung smart tv (6 years old). I could connect the speakers to the headphone output of the TV, but the output level is too high and barely adjustable to an adequate level. So the speakers are connected to the HDMI ARC PORT. when I switch on the TV, the speakers switch on automatically, no problem there. This is not done by ARC, but by the speakers as soon as they detect an signal.
The problem is that the Anynet volume is always 100%, so I need to quickly decrease it to about 20 using the TV’s remote, since there is no volume control on the speakers. At the next start up though, it is again set to 100.
Is there any way of setting this initial volume lower?

Can you provide the model nos of your TV and your B&O speakers.

The only thing I can suggest is try and switch off Anynet in the TV's settings?
