Any way to find out who is using the most bandwidth?

In my student house, we have a 10mb Virgin connection and four PCs connected wirelessly to the router that came with it (Netgear WGR614). Recently, our internet connection has been running extremely slowly and three of us suspect the fourth housemate is using most of the broadband with a combination of Skype, Xbox Live and movie downloading. Is there any way we can monitor how much traffic each computer is using, so that anyone using a lot can cut back?

Perfmon can do this , its built into windows , see here ,

There are also many third party programs to do this as well.

This one has a free version that just monitors , you have to pay for the versions that can set controls ...

If you have a spare old PC, you could use a firewall like Smoothwall to control and watch who is using it.
