Quick question, just in case anyone has experience. I live in a flat, if I cover my ceililng with acoustic panels, will it help sound proof noise from an upstairs neighbour?

no not really, it will help with the sound quality, but soundproofing needs to be between the ceiling and floor boards.

You could make a second ceiling. Lots of youtube videos on it.

You could but stopping low frequencies will not be possible without spending more money than moving tbh. You will, need a room in a room or meters of concrete

At a previous house I did a heap of research and built a second skin of three sheets of overlapped soundboard between my self and next door that had a 18" brick wall between, I sealed the wall added a tonne or more of sand between the second skin and Wall which was set 6 " apart. I added sand boxes and sealed between the sealing joists and even paid for them to have their wall sealed the side and two skins of sound block. What did it do ? it improved things but the bass was still clearly audible
