What type of printing for your business are you proposing? Most Lasers (if not all) are not great at printing photos for example (OK for proofing) due to their limited colour set.

Mainly photographs

Then you are needing ink or dye sublimation printers. Are you sure A3 is going to be large enough for business use?

A3 is not very big for display purposes. I would imagine a lot of people would want poster sized prints, A0/A1/A2 etc. Maybe you will need a large format printer, one that can take roll paper?

Eco tank type printers are not properly suitable for professional photo printing as they only have 4-colours and cannot print the full colour gamut and tonal graduations. They are ok for business prints (coloured texts/graphs/diagrams etc). Photos require between 6-9 (or more) colours for true photo printing. I suggest you do some research on the technologies available

HP's Pagewide models tend to be good value and very quick inkjets for small to medium business volumes and they do A3 versions, but they're a lot more expensive to buy than the A4 versions and they're not specialised photo printers.

What sort of volume of printing per month are you envisioning?

What kind of printing business are you looking to start? As a customer, I'd not be impressed when you use a SoHo printer that I can buy myself easily.

Especially photographs on a Laser is really not a good idea.
