What I care about:
  • Good motion
  • Decent screen uniformity
  • VA panel
  • Decent upscaling
  • Decent color accuracy out of the box
What I don't care about
  • Gaming
  • Reflection handling
  • Viewing angles
Will mainly be watching Sports in 4K , some TV Shows and the occasional movie.
Using bias lighting so would also be ok with an IPS panel if the black levels aren't completely terrible.

Check the guide. Your budget will likely only stretch to low tier unless you get lucky eg with a Sony refurb
 
Unfortunately that's a lot to ask for with a limited budget. Try to stretch to the Sony XH90 if you can. Otherwise you'll have to make sacrifices somewhere. In fact, even with that TV UHD football may not be idea since it often comes with HDR, and HDR is subpar on the XH90.

The Samsung Q70T is next best, but usually just as expensive as the Sony, but worse quality.

From the cheaper options you could consider LGs Nano85/86, but watch out for the new models as they will be overpriced compared to the old. They have IPS panels and not VA, but are 120hz for better motion.

Then if those are all out of reach then you really start to make some serious sacrifces with the low tier TVs. With your want of a VA panel perhaps Philips 58" models will be best, their motion should be better than alternatives, but you may also consider going for 55" Sony models with IPS panels instead.
