39 points and not banned!

I wonder if all those points are even valid though and need to be declared.

Afterall if you don't pay to have them removed they are technically still on your licence but wouldn't need to be declared to insurance.

Either way unless the driver is very old and seems to "earn" points as soon as old ones expire it must be a mistake to have that many.

Yeah unfortunately there are a lot of awful drivers out there.

My greatest fear though is being hit by someone with no insurance.

Drink driving = banned for life.
Death by dangerous driving = charged with manslaughter + banned for life.
Points should never expire, 12 points = baned for life.
A driving licence is a privlege, not a right.

I have known of a taxi driver to have about 23 points on his licence, yet still able to drive.
It is 'fairly' common, unfortunately.

So someone who has for instance has been caught doing 35 in a 30 zone four times should be treated the same as someone who drunk driving?

If your caught speeding 4 times, then you have'nt learn't your lesson, so yes, take them of the road. (Even more so in town)
 
They wont be treated the same, with drink driving you are arrested and go before a court where you get a criminal record, with speeding you get a fine and points and thats it (until you get banned).
 
How much to insure this individual I wonder? Not even a ban.

I agree with you and think that this new law of yours should be backed up with speed cameras every hundred yards to make sure that you catch every single person going over the speed limit and all cars should have limiters to make sure that they can't exceed 70mph

The roads will soon be much safer once we've got rid of all the motorists :)
