Can Philips 32PF9986 really display a signal over DVI received in 1920x1080i as the manual states?

The LCD screen is as you know marketed as 1366x768 resolution? So how can it then display 1920x1080? Is it because 1366x768 is only the native resolution?

It means that the screen will scale down the image to fit. I reckon 720p is a better bet

Unfortunately it will not accept a 1366x768 picture over any interface...
So you have either the scaled-down 1920x1080i or the 1:1 1280x720p picture with black borders.
