As far as I can understand it, it's a way of converting the 24 frames of a film into the 30 frames neccesary for an NTSC tv picture. Each of the 24 frames is shown twice or three times in an alternating sequence. It's explaind at this url: http://www.panasonic.com/consumer_electronics/dvd_players/progscan.asp
Almost... Is the way that the 24 frame per second(film) is converted in 60 images per second(Video).
