I've seen a number of CRT based RPTVs advertised as 100 Hz Digital Scan. Is this the same as Progressive Scan?

This is to reduce flicker as opposed to line interpolating or progressive scanning the lines of resolution inheritant in a dvd-i.e.inputting 576i into a scaler and outputting at 720p(progressive.)
