Is there any way to test a wired headset is working...

...outside of Live?

I have 2 headsets, one of which works but the casing has snapped.

I have another one that seems to work sometimes but I can't be 100% certain as I have a strict NAT (long story involving only being able to sign in to EA servers for FIFA09 if uPnP is turned off, thus giving me a strict NAT).

I'm going to superglue the snapped one and try to disassemble and resolder wherever the other one is broken.

How can I test it though, both beforehand and afterwards?

I know you say outside of Live, but I assume you mean outside of a game. If not ignore this message!

Record a voice message to someone on your friends list, and then play it back to yourself (before sending it). This way it will test both the recording and playback of the headset.
