Just noticed this on xbox support

I've just upgraded to a larger hard drive and am re-downloading all of my content. Do I need to transfer the content licenses?
No. The content licenses are associated with the console, not the hard drive.

i was under the impression that i would need to be connected to live to play arcade games with a new harddrive? But this would make it seem like i dont have to be.

like is stated,the licenses are associated with the console,not the hard drive.
so if you just swapped it,then no, you dont need to be connected to LIVE.

i bought a new elite console and used the license migration or transfer option on xbox.com which allows me to play the arcade game offline now
