It is the PC's Windows version region for DVD that changes not the actual drive - if you put in a region 1 windows will prompt to change the region and tell you how many changes you have left (in windows) . You can use DVD4free or anydvd to get round this limitation of windows.
For instance Linux doesnt care about regions - it will play discs from any region using the xbox360 add on (or any DVD-Rom drive).
When the add on is attached to the 360 you are then restricted to region 2 or region free discs.
