Try the lead set to just TV on the component connections, i'm pretty sure that should work, it doesn't have to be set to HDTV just because you are using component inputs.
If you still see no picture and based on your descriptions here that show you have a good idea what you are meant to be doing, then i'd say there is a good chance that component inputs are broken or that your xbox HD output is.
A few things to double check
1. You are definitely setting the cable to HDTV, the little switch on the side is not the most 'satisfying' thing to use, make sure it 'clicks' when you shift it over to HDTV setting. Perhaps this switch is broken and its only doing SD, but then you should as i said above be getting a picture.
2. Get a friend round with their xbox and test your TV component inputs with it.
To check if its a problem with your xbox HD output
3. Swap your TV cable with theirs and test from your xbox.
To check if its an issue with your cable
4. Take your xbox to a friends and try going through the component inputs on their TV
To check if its your TV component inputs are at fault.
5. I guess you could check your pal settings, is it 50hz or 60hz? Although pretty sure the Tosh can deal with both.
6. Do you have any other gear that outputs component, if so try that as again this will tell you if your inputs on the TV are working or just borked.
I have the same TV as you and had absolutely no problems when connecting up the xbox to it via component. I have on occasion got a blue screen and once a corrupted screen due to TV not recognizing the xbox properly or vice versa, but restarting the 360 fixed that straight away.
