Ground Loop?

I'm head up a video ministry for my church. We have two Pelco Dome PTZ Spectra cameras (which work perfectly). They are not the best quality, they are security cameras, but they work perfectly for what we need. We produce hundreds of VHS and DVDs every week. Just recently, our team "rebuilt" the room and we have run into a small problem. It appears that we have some interference coming through the main output feed.

So here is our setup:
(it is more complicated but this is the basics)

[Audio Compressor][Video Mixer Deck]
-------|-----------------|----------
--------\----------------/----------
---------\--------------/-----------
----------[Distribution Grid]---------
------------|--------|-------------
------[PC Capture][VCR Array]------

The video coming out of the Mixer Deck is perfect! The problem is once it passing through to the grid. The feed appears to pulsate. The only way I can explain what it looks like is: "Have you ever noticed what a video screen looks like when the room light is being jerked by the rotation of a ceiling fan. It appears as if the screen is pulsating very faintly." This is what it looks like...

Could this bee a ground loop issue? I am no professional at video, but it doesn't take a rocket scientist to know that there is a problem. The video mixer and grid are both plugged into separate outlets.

Thanks

Re: Ground Loop?

Any possibility you can plug the video mixer and the grid onto the same power outlet (even just temporary)? This would be one step in a process of elimination.

Ask your team if they introduced any new equipment or different cabling as well.
