Upscale and Deïnterlace (HQV)VGA-card or standalone?

Hello folks ,

It's kwown that a VGA card, for example the Nividia series from the 9500GT till the recent series have almost the full HQV score (for HD it's the full score of 130).

My questions are:
  1. Has a VGA card more deïnterlacing options (pull-down variations etc?) than a standalone chip.
  2. When for example a Faroudja DCDi, Silicon Optix 'Realta', or an Anchor NBay chip is upscaling from a 576P source to 1080P will there be a difference in end-quality and why? I know for example that Panasonic Blu-Ray player uses the P4HD technique that will calculate each pixel from 60 surround pixels.
  3. How does a VGA card upscale. Also with a hardware chip or can it do softwarematically in a manner such as the P4HD technique.
Difficult questions, I know, but maybe someone can help me with this interesting () questions.

Greetz,

Machiel
