Exclamation RCA Scenium HD61LPW164 61" DLP

I have a big problem on my hands I really need some help here if somebody has some to give... Ok here it goes... I bought this tv off craigslist for dirt cheap the catch was that something was wrong with it and the guy did not know what the problem was as he also bought it for dirt cheap but never got it fixed... the problem is this... the tv does not turn on period but there is no error code, the power led stays on solid the whole time... I figured it might be the power supply shorted or something and that the tv is stuck in turned on mode at first so I got a new one for $79 plus s&h and just put it in and no luck it is still not turning on and not giving me an error code... I already checked the color wheel and its fine (no chips in the glass and it spins freely) and if im not mistaking I can hear it spinnng it is extremely quiet though it almost sounds like a quiet buzz coming from the ballast or the dmd board I think it is but when I let off the door switch in the back I know its the color wheel because I can hear it spin slower as in like the speed decreasing before it stops also the fan right next to the a/v board is spinning and there appears to be a red led that it lit under the fan I can only see it when I look for it its not an led that stands out though but anyway... before I spend any more money on it can somebody please tell me where to go with this? I would love to think that its the ballast (which i do not hear clicking at all by the way) or a bad lamp but once again there is no error code and I have a brand new power supply board in there so there should most definitely be one if that is the guilty counterpart... Please Help (Oh and I tried to turn it on with the remote already and no deal).

Ok just an update... I popped the lamp out and the color wheel IS NOT spinning like I thought it was and neither are the 2 fans that are also connected to the dmd board one of those fans is the one that cools the lamp I do realize that the tv won't power on with the lamp out but even with the lamp out I still heard that sound that I thought was the color wheel spinning Im assuming now that I was just trying too hard to hear something and what I actually heard was the fan behind the a/v board spinning... somebody please help I will take any info...

A quick test is to listen for relay to click when lamp door switch is active. No
relay click indicates an open between switch and AC IN CBA or missing +12V from
AC IN CAB. If relay makes clicking sound, Lamp Door Switch is working correctly.
No error code makes it more difficult, but I´ve got a pdf file (27Mb).

There is a loud click like as in like it sounds like a relay's contacts are closing every time I flip the door switch so I am pretty sure it is working ok and by door switch I am talking about the little blue one that opens and closes when you pull the back cover off... if you can please send me that pdf I could really use it... Thank you
