My brother had one of these TVs here in Australia and gave it to my mum. A new VCR wouldn't "talk" to the TV so after a fair bit of investigation here's the tuning method..
Please note this is for an Aussie model FS5196 51cm
1. On remote control press PRESET and MODE buttons simultaneously
Screen will display
PRESET AUTO
XX (Channel number displays)
2. To get into manual tuning hold PRESET button down and now press MODE
(This toggles AUTO > MANUAL > display disappearing)
3. To select band press TV/VIDEO button.
This toggles from U > VL > VH on Australian sets which use the PAL system
4. To tune into station hold down PRESET button and use VOLUME button
in bottom corner of remote to scan through the tuning range for each
wavelength. You can press volume down to go down or volume up to
go up. On my machine it took a bit of pressing. At other times it
automatically searched. Perhaps leaving it on AUTO rather than MANUAL mode has
this affect.
5. Video Channel
The set I was tuning originally had the video channel on the TV tuned
to a VCR on TV channel 7. However when I did this with a newer VCR attached
the best I could do was Black and White on videos when played and also the TV
channels from the video tuner. Using the same setting (Ch 37 on the U band in my
case) on Channel 0 fixed this
6. DVD player attached
In my case with a DVD player attached (red, white and yellow wires from the
DVD player straight into the back of the TV) this may be viewed by pushing the
TV/VIDEO button on the remote control.
7. Channels

0 Video U (0.7 along the scale)
1 SBS Ch 28 U (0.6 along the scale)
2 ABC1 VL
3 Ch 7 VH
4 Ch 9 VH
5 Ch 10 VH
6 Ch 31 Community TV U (about 0.65 along the scale)

Was not able to find a FS5196. However a FS5199 one can be downloaded from
www.nec.com.au/docs/FS5199_User_Manual.pdf
