Exclamation Philips 29pt8836 Picture problem

I just owed a Philips 29pt8836 29in 100hz tv.the problem is that i see jagged moving lines on the image edges in the pictures,i found its name on the net to be stairstepping artifact.previously i used to see this problem while watching cable tv,that was a rare phenomenon then,now it shows up while playing dvds too and happens always.i have checked if its interference,but its not.i also tried changing the tv to progressive scan also,but that too didnt help.

kindly help me out,if there is not a solution i will have to replace the set.
