You need to possess the appropriate New Scientist to read the whole article.
I can't see much point in it simply displaying the VBI (vertical blanking interval).
I reserve judgement until I get to see the whole article or a review elsewhere.

IT concerns tv's that when you used to watch them(4:3 set's), they had tiny half inch black borders at the bottom and top of the screen.

I'm sure you all remember this from watching anologue broadcast's that did it.

Nope, that's 14x9 on a 4x3 crt...the hidden part the article refers to is at the top of the frame beyond your vision on a properly setup crt and the dancing teletext lines can be seen if you reduce the height.
