CRT Problems

Greetings,
My first post here and I'm looking for some help. I have a Hitachi 43gx10b that is acting very funny. Here is what is happening.
When I hook up th tv in either my family room downstairs or my living room upstairs I get horizontal lines rolling down my screen through the picture. When I hook it up in my garage next to the cable tv splitter and a GFCI outlet it works great ? Also if I try to just watch a DVD on the tv in the house with no cable attached I still get the rolling horizontal lines. I have also tried hooking it up though a Monster power center with clean filtering and it still happens ?
Any help is greatly appreciated.
