Unhappy NTSC problems on JVC PAL 100Hz TV

I have a JVC AV32L2EU TV and when it is being fed an NTSC signal there are periods every minute or so where the frames per second take a big dive and seem drop to about 20. It stays like that for few seconds then goes back to normal. It only happens in NTSC mode and is definately the TV itself doing it not the source. (xbox)

The TV is 100Hz model, I had a look in the service menu and its displaying the NTSC signal at 60HzP. I'm inputting a 480i signal via composite.

Can someone shed some ideas on why Im getting these laggy periods???
