KD28DX51U Sony Freeview Issue

This is probably a stupid question so apologies in advance. My dad has just bought one of these and wants to tape from the integrated freeview. However if the TV is off or in standby mode the video doesn't see anything is this how they are designed (I'd kind of expected the freeview to be "always on"?

Some makes of TV allow you to output the digital signals when they are in standby and some as you have discovered must be left switched on...daft I know but that's just how it is with certain models.
The TVs user manual should tell you?

It can be done. You need to set a timer event in the EPG. It is shown in the manual.
