Sony KD32DX51U No Power - Red LED x 2 flashes.

Hi,
My Niece has a Sony KD32DX51U which has died and I have been nominated to fix it. The set does not Power Up although it does show a red LED on the front that flashes twice. I've looked around for some info on the possible cause and the best info that I've received so far is "SURGE,STBY R618 (270k)", so I guess that this means that the resistor has gone open circuit but I am unsure as to what the resistor is doing, I'm assuming that it is perhaps related to the LOPT but I can't find a circuit diagram of this set on the web. I think the chassis number is FE2D. Can anybody help in this regard?

This is a common fault on this chassis.R618 goes high in value.Its in the the current monitoring circuit and is not usually a sign of any other problem.It should be 270k.It rises in value to about 470k.
