Think so. Mine was playing up during Roger Roger. Thunderstorms were rolling about a little earlier in the evening, so I'd expect it to only be temporary.

Luckily the picture was fine durning the last episode of 24 :D

I've had a hugely severe flickering effects (like the refresh rate's dropped to about 40hz) in our Analogue Living Room signal...

The Sky Digital signal's still fine though.

If you are talking Analog - then the problem is co-channel interference. Another station, on the same frequency (channel no) from a distant transmitter, normally too far away to have an effect, is received as well as the proper one - due to refraction in the upper atmosphere. Your TV tuner can't cope with the mixture of two signals. You can only wait for the weather to change, or go digital.

Mine has been affected some of the time (not with the storms though) more of a horizontal banding.
