Help! whats this film called?

O.k, so there is this small desert town (very much like the one in tremors). A rich girl is passing through with her dad I think. A tanker carrying toxic waste (or something similar) over turns and the town is cordened off. The girl hangs out with the local misfit kids and falls for a guy.

Anyone know what it's called? I think there's something about a water park one of the misfit guy's dad was going to build (that gets filled at the end) and they all run about on quads but I might be thinking of something else.

Nope. I can't for the life of me remember who was in it. Not any massive names I don't think, but a few knowns.

No. It was Christina Ricci and the film was desert Blue. Found It yesterday after days of searching
