Technically, it is only legal to make off-air recordings and keep them for personal viewing, for a "reasonable" length of time. However, like many other pieces of legislation:
1) It's unenforceable, otherwise, every home, educational institute and even many businesses would have to be visited by the Police, to make sure no one was keeping recordings for more than a specific length of time, say a month.
2) It doesn't state what a "reasonable" length of time is. For some, it may be as short as 48 hours, and for others a week. For some, however, a reasonable length of time may be 6 months or longer.
As such, this is one of those stupid laws, that no one ever enforces, UNLESS you are making recordings and flogging them to other people, for money! This is pretty much the only case, where recording material off-air (as in from a live TV broadcast) could be invoked, to prosecute you. But, a sensible lawyer, would do you for contravening copyright instead, which carries a harsher penalty!
Anyway, I've get video recordings made as long as 10 years ago, that I've kept. I wouldn't worry about it, providing any recordings you make, are for your own private viewing enjoyment.
