edit; is toshiba 32wlt68 a tv?, then try the tv sections. Lip sync has nothing to do with the telly afaik. What is your playback device?.

If you only get it directly when using a DVD player to the TV it will be that, if using a surround and it only happens with that and not using the TV speakers I would say that your problem.

Please reply as this sort of question does not belong here and needs to be moved to the appropriate forum.
