Look at rugby, it works perfectly well. The game isn't stopped for the video ref to look at every single decision, it's just for grounding of the ball on the try line. A similar thing can be done in football, just pick certain situations that a video ref can look at. For example, a claim for handball, foul, etc inside the box.

Football has always been the working man's game though, all you need to have a game of football is a ball, 22 players, 3 refs, and jumpers for goalposts.
If we introduce technology for games, it will only apply to prem, championship and maybe league 1&2 games. So then other games (which are just as important to those on and around the pitch) lose out.

IMO, football, competitive football, should be the same from the bottom to the top.
