Low speaker volume, high sound output

Hello, I'm new to this forum, I've just built a new system and it's been running problem free until now. I have a problem with my sound, even when my speakers are on the lowest volume I can hear sound through them.

I have a 2.1 speaker system, one of the speakers has a volume knob which also turns the speaker off if I turn it all the way down, although this is broken so it doesn't switch off the speaker. When my volume knob is all the way down I can still hear sound as if its turned all the the way up.

All my volume sliders are in the middle in my Volume Control, I can't put them any higher because it will just make things too loud. I have a Creative Sound Blaster Audigy SE 7.1, I also have Realtek High Definition Audio on board sound which I have disabled and removed the drivers for.

Any ideas on why this is happening? any help will be appreciated.

When you plug the speakers into something else like a hi-fi, television or MP3 player does the volume work ok?

I haven't tried that yet but I have some other speakers that I can try on my PC.
