Need some help, surround sound on pc and TV?

Hey,

Im building a new PC which Im pretty excited about. My last pc was great and it is dual connected to my monitor and my 55" sony 1080p rear projection tv.

The sound would come out my speakers and my TV, but Id always mute my speakers when watching from tv cause it was double, lol.

Now, Im looking to buy a new PC, not an expert really, but what sound card and surround sound speakers should I get so I can have surround sound on my pc and my TV? So I can have surround sound when I play pc games/watch movies on my TV, or my PS3, 360 and Wii?

Dont want to buy surround sound for my tv and pc seperately.

Also would like the choice of 2 speakers and base when Im just on my monitor.

Dont want to spend a huge amount, but what is needed. I also have optic cables.

I would say a good av amp would be a start one with the option to sync the picture and sound, you could then hook your pc to this, with this setup you can use whatever speaker set up like, stereo or 5:1, even 7:1 on some amps. all this depends on the budget you are willing to spend.
