Flat already has a dish and is wired up for sky+ - is the dish and LNB mine?

As above - can I demand to keep the new dish and quad LNB for my new installation or can the engineer refuse to give it to me

The installer will probably want to keep them so he can sell them on ebay with all the rest. Now you know why it's possible to buy this stuff on eBay for less than the trade price.

Obviously I can't prove this but there's no other explanation.
