signal strength and quality

I am having sky + problems when I record and watch.
Input 1 signal strength is 25% and quality 60%
Input 2 signal strength is 10% and quality 30-40% (jumps)

Does it sound like I have a dish alignment problem?
as I have had a new dish fitted recently when the LNB on the old one packed up, the sky "engineer" (like he has a degree) told me it was too dangerous to replace the old LNB and put a whole new dish up lower down.
I reckon it is too low as there is a big house across the way and this is why I have poor signals.

Can you help me please?
