Progressive Output SKY+

I can't seem to find a definative answer on this: do SKY+ boxes have the ability to output a progressive signal, and if not will SKY+HD do this, both for HD and non HD channels?

No is the quick answer. An existing Sky+ box and afaik the SkyHD box does not have a deinterlacer onboard to produce a progressive video signal. Also I don't see the need as your display, assuming it's plasma, LCD, will produce a progressive video image anyway.

SkyHD will however output a native HD signal of 720p via it's HDMI and presumeably component outputs but it won't create a progressive SD signal.
